Why the answer changes with the case
Because providers are not competing on the same thing.

How many sites will you host?
One site fits the cheapest plan. More than three needs an uncapped plan such as Unlimited or InMotion's Power with ten.

Does your site take input from visitors?

Do you know Linux?
