What actually changes
The resources become yours. This is the substantive difference. On shared hosting you split CPU and memory with dozens of other accounts, so a busy neighbour slows you down and there is nothing you can do about it. Cloud plans reserve you a share nobody else can take.
On-demand backups. A small-sounding addition with an outsized effect: before every theme or plugin update, press a button and take a snapshot. That habit alone prevents most WordPress disasters.

Cloud Startup is a convincing plan for people who arrive at it from below — those who have actually outgrown shared hosting. Anyone descending to it from above, shopping for "something stronger" with no specific reason, will pay twice what they need.
